If an unregistered person has a business of renting commercial property but he rent out only to registered person. Then in such case rcm apply but if his turnover exceed threshold then he also not liable for registration due to Sec 23 it means this person is always remains a unregistered person provided that if he supply only to registered person. Is am I right please comment
