Because agreement has two types void and contract . Which is enforceable by law is contract but which is not enforceable by law is void agreement. Agreement are both enforceable by law or without enforceable by law . So all contracts are agreement but not all agreement are contract.

All contracts have aggreements. But aggreements do not get converteded into contract. 1st. Aggreement is what? Offer + acceptance + consideration But to converted into contract the agreement needed to be inforcable by law ( intention to create legal obligation) Ex. Your friend asks you for an icecream treat ( offer ) +you said yes ( acceptance ) + ( icecream is your consideration) this is also an aggreement but its a social aggreement it's not emplied by law that you have to go and give her treat. So it's not a contract

First (1) offer - (2)acceptance -(3) promise + consideration - (4)aggrement - then in last contract is made . So that is why all contracts arr aggrement but all aggrements are not contract
