Yes , she is a liable (Anjali ) as this stam affixed on the negotiable instrument which is the promissory note are of 17000 and the holder in due coursw get the amount up to the stamp of its on it so she is liable to Manish to pay 17000

No because of the general provision of negotiable instrument act, the price amount can't be claim if it is adjusted by the third party by fraud or misrepresentation
