    Yea, ig I saw that line in the module, but mostly it was explained to me by my teacher.

    In the monetary policy committee, the decision based deflation and inflation are taken by a panel of experts (Including governor of RBI) so, that option is correct. If this option was not there as an option then you would be right that only (a) is correct, but since another relevant and correct statement is given it would be 1 & 2 both are correct option.
