I think you got confused with the buyer and seller "if property in goods is not transferred to buyer then the goods remain at SELLER RISK

If the property in goods is not yet transferred to the buyer then the good remain at buyers risk...but if the property in goods is transferred to seller then the risk passes to the seller. It is immaterial wheather the good are delivered or not
