Offer is different from invitation to offer: In Invitation to offer one party invites the other party to make an offer , for example Companies issuing IPO , Display of products in shop, they are not offers they are invitation to offer. If a customer likes a product in display and he asks the shopkeeper to sell the product even if shopkeeper refuse to sell it's not breach because customer is making offer and shopkeeper rejected it hence no agreement was formed.
